    The top one looks like a one, he's just missing lots of tail feathers though.

    Or he could be molting. Check for mites also, look under the wings, behind the tail feathers.

    Maybe It Could Be Mites Cause I always See Pigeons Landing On My Backyard IDK If He Might Be Getting Them From The Pigeons
