This was sold to me as a hen from a production plan so I have to assume that it's a hen but it sure does look like a rooster down to the long feathers around the neck. The pics aren't the best because it ran inside the coop as soon as I pulled out my phone to take a picture so it's a little dark.
All the girls look ratty still because they came from a production plant and were supposedly moulting. It's been a month now and they're getting 20% protein feed, plenty of room, lots of other friends, but still don't look good.
Anyway, it hasn't crowed and I have another rooster. I haven't seen it try to be dominating to anyone but it sure looks like a rooster to me.
