Is this a RIR? About how old is he?

This is the neighbor's rooster but he loves to hang out at our house. He likes to crow outside our door until we bring him a snack lol

He looks more like a New Hampshire but is probably a cross bred.

I'd call him a production Red--basically a generic Red hatchery bird.
