Is this a Roo or Pullet?

This is my 20 week old SLW. He has a really red comb so I am wondering if he is a roo? My other bantam roo crowed when he was only 10 weeks, and this guy hasn't crowed yet. What do you think? I have to get rid of him if hes a roo.
