All Phoenix varieties are considered old and rare by the SPPA's 2008 critical list...however, on the ALBC list, they are under the "study" list..."Study: Breeds that are of interest but either lack definition or lack genetic or historical documentation. "

Phoenix are beautiful! They definately aren't common, not many breeders really want to put the effort into maintaining the long, long tails. The longer the tail the more rare.
