Is this frostbite, fungus, or what?? (pictures included)

These are pictures of my 7-year-old roo named C.J. I know the black tips on his comb are frostbite, but is the white stuff frostbite also or some kind of fungus or what?? We've had an unusually cold winter this year. I slathered my roos with vaseline. C.J. sleeps in a barn under a heat lamp and he STILL got frostbite.

I used to use Vet Rx on stuff like this with good success. But someone on here suggested that Vet Rx can be toxic. Is that a general consensus on here?? C.J. is a very special roo and I wouldn't want to do anything to endanger his health.

I'll deeply appreciate any help you can give me.

I would put a thin layer of Vaseline on it.
Edited :To add if thats not frostbit for the white stuff, the Vaseline will smother it :)

I'm bumping this back to the top just in case someone else knows something else.

Thanks so much for the responses. I'm HOPING it's just dry skin. I will put more vaseline on it to see if that helps.
