Is this "hen" a rooster?

One of our "girls" has me thinking she may be a he. She has a redder face than the others, is taller with longer legs, and has been mounting our one laying hen (the others haven't begun to lay yet). Last night I decided to take a closer look at her feathers and think they seem pretty pointy in the saddle area. Opinions?

That's what I was afraid of, but was secretly hoping I was wrong. No roosters allowed within city limits which is such a bummer because he has the most personality of all our chickens!

That alone would almost guarantee it's a rooster!
But that bird is all male, sorry.
