is this is a male light sussex ??, new to this and only hatched one egg out of 4

Whilst the comb and wattles are not huge as mtngirl35 pointed out, they are very red and could well grow in size yet. The thing to take note of is that the male feathers it is displaying (hackle, saddle and sickle feathers) will not go away, they will only get more pronounced... It is therefore definitely a cockerel.
 
it could be female. Some of my girls had combs about that size at that age. Just wait another month or two, if it crows, it is a male, or (depending on the breed) you might find an egg.
 
Combs can vary, but saddle feathers don't lie. No 5 month old pullet has saddle feathers hanging down off the sides in front of the tail like this bird does.
 
As others have stated the bird in question is definitely a cockerel. You will not get any eggs from that one.
