is this normal Broody behavior?

We have a hen that's gone broody, a first for us. We don't have fertilized eggs. She sits in her nesting box whether there are eggs under her or not. She fluffs her feathers up a lot and clucks constantly, a sound we've never heard from our hens before. We just kicked her off the nesting box and blocked access to it but she's in a bad mood. She's pecking at other lower hens, still clucking constantly even when eating and drinking, and other higher pecking order hens are harassing her. Is this all normal? I haven't heard about the ruffling of the feathers and clucking before much less the foul (fowl) mood.
