Is this splay leg?

I need guidance with this baby, it hatched yesterday and hasn't been up on its feet yet. It sits/lays all day and scoots around on its belly/butt by frantically pushing its legs out away from its body and flapping its wings. It is healthy otherwise, just seems to not know how to use its legs.

Is this splay leg?

If it were only curled toes, but good mobility, then this page mentions splints. You may need to do that...I don't know. Hopefully with vitamins he/she will recover but here is the link if you need it.

post #11 has a video that shows the incredible transformation after vitamin administration with a thiamine deficiency in a chick (the end of the video shows vitamins). Of course this is a different situation than your chick's, but shows how awful vitamin deficiencies can be in chicks.
