It is social status.

The duck in command pecks on everyone and nobody pecks on him. The number 2 duck pecks on everyone but number 1. The number 3 duck pecks on everyone but 1 and 2. The last duck gets pecked on by everyone and can't peck on anybody.

It's about who gets to eat first and who gets water first and who gets the mates. You can tell what the pecking order is by sitting quietly and observing. Ducks aren't nearly as vicious about it as chickens are.

I think it is easiest to see at the feed trough. Who steps up and eats and who stands in back and waits their turn?
 
my 3 Muscovy ducks eat together but they dont let the pekin ducks eat
