We are currently out of chick feed. Is it okay for chicks to eat laying feed, and if not, why?

No, because the added calcium can damage chickie bones.

I have done it before, grind it up in the blender, it works until you can get chick feed

Well, its kinda like putting a band aid on a broken leg, it will feed them, but it isn't that good for them, I've done it before, but I only do it as long as I absolutely have to, for 1 day or maybe even 2 it should be ok as long as its not long term, but it will feed them until you can get to a feed store and get chick feed
