So, my white leghorns(four of them) are 16 and a half weeks old....My question is what should their combs and wattles look like? My chickens combs and wattles seem to be non-existent. Does this signify immaturity and prolonged egg laying? Screenshot_2018-09-25-11-38-34.png Screenshot_2018-09-25-11-38-12.png

Definitely they will become bigger and red before egg laying begins.

When a hen of a Mediterrania breed nears POL her comb and especially her face will become plump, and look sort of like a very ripe strawberry complete with little bumps just like a strawberry has. The relative difference between hens combs will likely also line up with those hens' places in the pecking order with those hens with the most luxurious combs and faces occupying the higher places in the pecking order by virtue of their size, age, health, and overall physical strength.
