Limiting graphics (smilies, etc)

This is quickly becoming the 'smiley factory'.
Is there any way to stop folks from making only smiley posts (or what other iconic graphics they choose) as a reply?

For goodness sake: if you have something to say, say (type) it. Don't C&P a silly icon. Say what you think (assuming you can think).

I don't believe there is a way to stop people from posting only smilies, or copy/pasting tons of smilies in a post.

On the bright side it doesn't happen too often, and we've purposely left out some of the bigger smilies which can be an even bigger problem.
