Male or female?

I have had chickens ever since growing up but this is first time to have ducks. I bought what I thought was two female ducks...one is a Cayuga and one is a Rouen. The Rouen has looked like a female this entire time. There is no ring around the neck and no curly tail feather but she/he is starting to get green on the head. Can anyone help me determine if this is a male or female? She/he is 13 weeks old.

Any duck can mate with any duck and yes, it is a drake like sourland said
