Malnutrition, Moulting or Illness?

I have 21 chickens. A few are obviously moulting, with feather loss and new ones coming in around the back and neck. However: 1. Some have very frizzy, dingy/dull and thin feathers.
2. Some have bald patches on their backs mear their tail feathers (skin showing). Needless to say, egg production is down from 14 a day to 4 a day.
3. Combs slightly purple on a few. I put DE around the run and coop (twice), use a tad of vinegar in their water.

4. A couple weeks they were restricted to cooked beans and table scraps due to their normal feed being available.

5. Some feathers look like someone cut them with a pair of scissors.
