Is it illegal to try to give someone a Christmas tip?

Yea, that happened at the taco bell not too far from us. They said the guy smelled pretty strong of alcohol so the employees called the police but the guy took off before they got there. The police figured when he sobered up he'd likely want the rest of his money-that's why they were holding on to it. We were cracking up because the manager of the taco bell was on tv saying "he could have bought like 75 tacos!" like he was in shock or something.

There's a couple guys around here that are phantom santa's. One hands out Christmas cards with $20.00 in them, and not just one card either, like 100 of them, and the other, for the last 10 years or so, drops a 1 ounce St Gaudens solid gold coin in the Red Cross tub.
