I live in a neighborhood where my neighbors can see in your backyard and house are close... Question is , are they gonna here them, how loud can they be... Also how big of a pen do I need

Mandarins shouldn't be loud. However, you'll want to check with local zoning and code to see if you're allowed to have them in your area.
