I wonder what options are there for a larger one that is also manual. soaked grains are a lot less difficult to coarse grind and so I would go that way.

I have one. I think it is the best made hand mill available short of (possibly) some in the several thousands of dollars price range. This one can be powered by hand, bike, or motor (your own or their kit.) It is a LOT of work to get fine flour by hand but a LOT less work to get very coarsy ground grain.
I didn't look into whether it is a good choice for soaked grains.
