Mille D'uccle chicks plucking each others neck feathers

I have seven d'uccle chicks (4 male/3 female) about 7 weeks who haven't grown in all the feathers on the fronts of their necks. They each have a bald patch which starts at the throat and extends down to the crop, 1/2 inch wide, of just skin, sometimes with a few straggly pin feathers. I suspect they've been plucking each other, and I caught one pullet doing this to one cockerel this morning. I covered all 7 necks in Blu-Kote. Will this stop the plucking, or do I need to do something else? Their mom weaned them a week ago, and it started right after she left them. They're in a brooding pen 24" x 6 Ft inside until the weather warms up more.

Are they in a grow out pen by themselves, or are they in with other chickens?
