Mosaic - Slow/fast feathering sexing?

Hi! This is my first time with mosaic chicks, they're almost 3 weeks old. Two already has shoulder and tail feathers, one is still mostly fluffy down except the wings. I wondered if it means the fluffy one is a cockerel or if it's not a reliable way for sexing?

No it isn't a reliable sexing method.
Mosaics aren't exactly a breed as much as a project breed so they don't have all their genes quite locked in which can show up in various ways such as what you're saying.

I'd compare the chick on the left with the 2 chicks on the right. They don't have a brown patch on top of their head or back .They also appear to have larger wing and tail feathers. Are their legs and feet smaller or a different shade or color? Maybe the one on the left is a roo?
