moulting before laying??

I have a BR that is about ready to lay. She's a good age, had red combs and waddle, starting to squat, all that. We noticed that she was missing some neck feathers, so I took a look at her. There is zero damage to her skin, and she still has quills, so I don't think it was a fight, and when you pet her you get a handful of feathers. So it seems she is moulting and yet Ive never gotten a single egg out of her!
