Moving quail outside in freezing (below 0 celsius) temperatures.

I have 17 coturnix quail, 3 weeks old. How do I properly acclimate them to their outdoor house? At what age? Do I provide a heat lamp and for how long?

They will be inside a chicken coop, in pens raised about 3 feet from the floor.

Their pen isn't ready, but if it were, you're saying that they could be moved outside now (at 3 weeks of age) in below zero temperatures, with a heat lamp for a couple of weeks?
 
typically you would remove heat at week three and move outside at week 4, but with freezing temps, you may consider lower wattage bulb for 1-2 weeks and even consider reducing time on during that second week to help acclimate them. I have also used a cozy coop flat panel heater for quail in subzero temps. if they are dry and no drafts, they can withstand much colder temperatures than if they are outdoors.
