mulching with chicken litter

I want to mulch with litter that has been sitting in a pile for about five months. I have turned some dirt into it, but it is still primarily shavings. Would the manure still be too hot to use around plants? Normally my compost piles have more soil, but I didn't think I would need this and was going to add it on top of the garden in the fall.

I put it directly from the coop to around my flowers. For my veggie gardens I just put a heap of the coop cleanings in a pile in my garden where I want to put veggies and use that spot the following year. Everyone says you need to wait 6 mos. to a year to plant veggies where you've put chicken cleanings.
