That cage that he is in looks to be 12 inches tall X 16 inches wide ( the opening on the wire is 1" wide by 2" high )and the bird is hunch up in there ( do to illness ). If he was a bantam he wouldnt be that big...
If I was you I would get him on a medicated chick started.
