Need Help With Window Issue

So I have windows that open out, but it only has a bug screen in it. Any ideas on how to add the galvanized wire for protection to the window without removing functionality?

You already attached the hardware cloth? Is this what you're calling the bad solution?
If so why is it bad?
 
One more quick question...
Is that your roosting bar right in front of the window?
 
This is no going to be an easy or fun fix.

I would say just remove the windows completely and just cover the holes with hardware cloth but you are not going to want cold air blowing right on the birds when they're sleeping.

Rip the windows out. Cover the holes. You don't want them where they are at, putting drafts on the birds. If you want lighting, install polycarbonate protected by hardware cloth (on the outside).

You have a peaked roof. Relocate the windows to your gables, like closeable gable vents. Now you have the same ventilation, only draft free, and much more difficult for predators to access.

I don’t plan on having them open during the winter, and from what I understood it was okay
 
Birds need dry, draft free places to roost, whether during deep winter, or the heart of spring rains. Closing those windows, absent sources of ventilation I'm not seeing (under eave venting, the window in the other room, etc) means you won't have adequate ventilation for more than a tiny flock, literally a couple of birds, dependent on air leakage thru the building envelope. Sure, they will be warm (though they are far more cold-tolerant than we) and draft free with windows closed, but the build up of ammonia will be bad for their respiratory system (and yours when you enter), while trapped moisture begins to create frostbite hazards.

Unsure of your source, but concerned about the information they have provided.
