New broilers, failure to thrive?

We have 36 straight run cornish roasters that are about two weeks old in the brooder. Just discovered one today that is lethargic and constantly gulping. When I moved the light it got up and moved back under the light but showed no interest in food or water. Just force fed it some grow gel and isolated it so the other's can't trample it. No pasty butt, clean pine shavings, getting 20% starter/grower crumbles, water cleaned at least twice a day, they are shipped birds, and all others are fine. Any thoughts?
 
Nevermind... we had to destory it, it worsened to the point that it was irrecoverable despite starting it on antibiotics and force feeding.
