There is a link to a video of how this chick is acting. It hatched almost 8 hours ago and it still isn't walking around right. I have moved it off of the slick plastic piece but it keeps getting on that. I moved him to the other side of the brooder. He keeps spinning in circles. Like he can't get his foot under him. The back one pushes but the front one just stays tucked under his side. He keeps trying and trying. What do you think this is? What can I do for it?

My computer won't let me see the video [IMG].

However, I would suggest getting the chick into a small, warm brooder with an easy to grip surface like a towel. Dip its beak into some water with electrolytes in it but, if it is weak or having trouble walking, avoiding leaving a waterer in with it as it could drown.
If there are leg issues involved then sometimes splints, "boots" or little chick walkers can help correct the issue.

Again, I couldn't see the video, but I hope this helps some and I hope it gets better soon.

I don't think he has splayed leg but im.not certain. I use the EcoGlow 20 and I have it running with 8 other babies under it he is dry and it could put him in there but I don't want him to get picked on. I may put him in there tonight and see how he is in the morning. Any other advice is welcome and thank you @GitaBooks for the advice.
