New to this game, just a couple of questions, can you help?

I cant be 100% about their ages, they were sold as POL hens and were told they were 14 weeks old. What age would you estimate ? Her ( or his?) crop has really come on in the last 2 weeks its much bigger and redder now.
Yes the other has a tuft of feathers on her head....don't tell me she's a fella too ! lol

We've just been sat in a dark kitchen watching them, its reasonably dim lit outside now, we talked them into their coop an hour ago and they have been prowling like cages tigers to get back out but in the last minutes they have gone into the upper area. If ran a low watt light in there as I've read they may be encouraged in with a little light. It's safe, no real heat as its only 12volts and well away from bedding.....chickens have taken over our lives right now ! and we only have the two.
 
Looking at the pictures and the descriptions you have given I would say Phin and Dol and both girls. Even with the big comb and waffles, Dols stance in the walking pictures suggests hen, they carry themselves lower to the ground, a rooster stands tall. The tail looks short with no 'droopy' rooster feathers, although the hackle feathers (the ones around the neck) almost look pointy which indicates roo.
You mentioned the growth in comb taking off in the past two weeks which if Dol is a hen would be an indication of being ready to lay within a few weeks. Although some roosters are late bloomers, judging by the size I would have thought you would have heard crowing or the first attempts at crowing by now.

Either way Dol is a looker. This is one I think you might have to wait out. Keep us updated :D

I still think that Dol is a pullet, I don't see any pointy saddle feathers or skinny pointed hackle feathers. I'm guessing an egg will be coming soon. The other girl isn't ready yet, comb development isn't quite there yet.
 
Ya, the rest of Dol just looks like a girl, despite her big comb and wattles, but CLs have big ones anyhow, so I guess she just comes by them honestly. Part of the problem is we don't know if she actually is a CL or just looks like one, if she is a mix, the CL rules don't apply and she may be a very slow developing rooster despite the crest and the color. If she is 18+ weeks now and has just really put on that amount of comb in the last couple of weeks she is hopefully just getting ready to lay in the next month or so. Looking at her in the first picture I would have guessed her to be at least a few months older, if not a rooster. So, in short (too late I know), she sure looks like a girl CL, but there is the possibility she is a late maturing CL X rooster.
Just out of curiosity, would you have side pictures of the crested cuckoo? That one did look like a female in the one pic where we could see her head, but as much debate as Dol is causing, might as well let that one in on the game. Am trying to figure out a breed that comes cuckoo with a small crest.
 
Both hens, from the looks of things you should have eggs in the next month or so. Keep in mind they can lay in the weirdest places if they're allowed in the yard or garden, they don't always know to lay in the nice coop or nest box! You might want to confine them for a few days to see if she's already laying, or go on an intensive egg hunt in the yard/garden.

the balance has swung towards Dol being an egg layer rather than a chick maker !
