Is it in their coop, or in a run, or out in the yard/pasture?
If your chickens are easily handled, you could pick them up and gently poke their beaks into it. Or maybe just a couple of them. When one chicken starts to drink from it, the others see that and get the idea. In my experience, I've just put the waterer out there and as soon as one finds it, they all find it.

It's in the run with them. They have been around since they were chick's but they don't like us to pick them up. We're working on taming them so we try not to chase them. We sprinkled food up by the lip of the bucket but I don't think we've had any luck yet. I might have to chase one down and put her beak in it. Once one gets it they all have to try.
