Newly hatched chick problem

Hello,
This chick has something going on with its umbilical cord attachment area...
We have lost the occasional chick who looked like this before. This girl has just hatched, and if there is anything we can do to help we would like to be proactive.
Other chicks in this hatch look fine.
Many thanks for anyone who can assist.

Just hatched, I would wipe the navel with Chlorhexidine, then apply a thin layer of triple antibiotic ointment or bacitracin.
Then I would put the chick in a paper towel lined coffee mug and put her back in the incubator overnight to see if the navel closes up more.

Was she an assisted hatch or hatch on her own?
 
I thought I did... Mustn't of worked... I'll try again...
I had a chick born with this, and the chick grew up fine and grew to be normal. I did not treat it, the chicks were with their mom all the time. The chick was also slightly small and disformed, but after 5 weeks is looking like the others if not slighly smaller, but not by much.

Anatomically speaking i have no idea what it was, i just expected the chick to die, but surprisingly every day the chick grew and looks normal now.
