Normal development rate?

After candling my eggs for day 6, I decided for learnings sake, to break open the ones that didnt appear to have developed. They all had no signs of veining at all, and their yolks were VERY fragile, and the white very watery. One egg was actually scrambled on the inside. Of the 18 eggs that were sent from across the state ( so not far) only 9 show veining at 6 days. they others were as above. Is all of this normal? This is my first batch so I am just trying to learn. It seems a very low development rate. Oh, one egg was broken when i got the eggs, so 9 veined and 8 are duds. So is this normal?
 
Sounds normal to me... when shipping eggs the yolks can get scrambled or the eggs can get x-ray cutting the chances of a 100% hatch down
 
Normal, NO. and Please don't blame the shipper. Most, no almost all the people shipping eggs do a great job packaging them. It is the postal department that is the problem. I really don't want to rant on them to much. They are the reason I will not ship or have eggs shipped.
