One chick always picking a fight

I got 3 new baby chicks to rejuvenate my flock. A Bielefelder, Orpington and an EE - they Are sexed pullets from cackle hatchery. They are 2 weeks old. My EE is driving me (and probably the other chicks) bonkers. She is constantly picking fights. From 2 years ago when I had my first chicks I remember some fighting but this constant. Is this normal? Could she be a he or is she a bully?
