One of my birds keeps pecking another specific quail.

I have a roo(Bob) that keeps pecking and attacking one specific(female) quail, and not the other one. She became scared of Bob, and runs away/flies away from him. How should i stop this? Thx

1 male, 2 females. Enclosure is a 2sqft cage and a 2 sqft area not in the cage. Normal, coturnix, quail

I would try giving them more space than that. 1 square foot is the minimum, but I'd aim to give them maximum space possible, especially if there is bullying.
