our 'fluffy' chicken

I was just wondering about our 'fluffy' chicken. She came to us with 3 others that I assumed were all the same age (just turning 5 months) but she is still fluffy. She has some regular feathers on her wings, but wondering why she is still fluffy and has a very scraggily tail.

She's a mutt. Those are her normal feathers. Silkies are fluffy.
