Panting Ducklings

My pekin ducklings (4 wks and 2 wks old) have been inside without a heat lamp. I turned off the fan and had the window open and started panting a lot. I since shut the window and turned back on the fan. I want them to get used to the heat since they’ll be outside soon but I’m afraid they’ll over heat and die I’m not sure what to do now.
Ps I have given them save a chick and some ice cubes in their water.
I turned off the fan and the big one is still panting

Whenever mine got like that I let them swim in some cool water because when they're adults mine constantly have access

Their water bowl is small enough for them to get in and out but I guess they’re choosing not to swim

Well do you have any large containers you could put them in? And as adults will they have a pond or poop at all times?

Not at the moment, I will look for one tomorrow. They will have a kiddie pool in their run
