Polish - tophat distinguish?

Is it true the round poofy means pullet, and spikey poof means cockerel? These birds are 3-4 months old..

also... are both these black birds cocks? all same age / hatched together

I think maybe two boys- a family member if mine had boys with perfect top hats. I still see two boys
