Pool hog/ bully?

I have two Rowen ducks and Two Peking rowen mixes ( so ugly by the way lol) they are about 4 months old now I’ve had them all together since they were like weeks old They used to all swim together every day all day long
We installed a drain in my baby pool and so I had to put it up on blocks on one side so put a ramp and the other side I put steps. The Rowena are smart within one day they were in. The Peking are confused but they finally caught on but now every time one gets on the ramp coming up a Rowen will flap his wings and start flapping down the ramp and scares them off then goes gets back in the pool. He allows them to stick their head in but he don’t want them in there. He loves the pool when I drain it and fill it he gets in before I’ve wven half started he isn’t scared of me or the loud spray or anything So he stays in there a lot and my white ducks are looking gross
What can I do to make him be polite?
 
Can you add a smaller pool for your Pekins one you can dump easily. Either that or lock your Rouen up so the Pekins can bathe. I have 2 geese who like to hog the pool. Everyone waits their turn and usually once the Geese get through others can get their bath.

I would add another pool for them.

My sweet little Penelope when alive spent her entire pool time chasing everyone from pool to pool being bossy..:gig
I keep 2 pools out too. My female likes to have her on pool lol.
