Poor Bobwhite Female

I have 4 Bobwhite Quail 1 male 3 females and I of them the most timid is being picked on by the male and the other 2 females. The male is paired up with one but occasionally breeds the other one but if she go's by him and her they both chase her out and peck on her. Then the other female if she goes in her favorite spot she chases her all around the cage. Finally I gave her a place of the ground where she can hide from the others with food water and a ton of straw. The cage is 10' by 12' so I am sure that it isn't overcrowding. Any ideas they have all been together for 2 1/2 years so the pecking order is established. Any help is appreciated. Thanks
