Possible Slipped Tendon 10 week old

This is Rosemary. I noticed her legs were much lower angled then the other chicks when she was 6 weeks old. It has gotten worse, almost like her left leg pops out to the side when she walks. She can run, eat and drink. She is much smaller than the rest of my other 10 weekers. She’s panting a lot these days. It must pain her. I tried to splint it with a popsicle stick, but neither high nor low splint helped. Any ideas to help straighten it up? I ordered a 3-D printed straight splint. I don’t know if it will just follow her leg out sideways. I added a size comparison picture. I took off the homemade splint because it just aggravated her.

I don't know if it's a slipped tendon or not, that usually happens before 6 weeks of age. It could also be a bone deformity called valgus or varus.

That would explain why she is so much smaller than the rest of my chickens. Thanks for your help. I will do some research.
