Is it normal rooster behavior for him to "pounce " on my hens that aren't laying eggs yet ?

    Depends....how old are they all?

Males reach sexual maturity younger than females.
A young cockerel will try to mount anything, including pullets who are not yet sexually mature.
A 'good' mature cockbird will know they are not ready and leave them alone until they are.

    Semantics, but still:
Pullet and Cockerel before one year of age.......Hen and Cock(or Rooster) after one year of age.

Cockerels mature fast than Pullets do...He is just being a normal young Rooster in the making...
