How do you post on someone's profile if nobody else has? This is all I see...

You look for the blue post button.
If it is not visible they could have their profile page blocked.

If you check the box there are a couple of options to choose from:

I would check with that person and see if they know they have this feature turned off. They may not know or they may have it off on purpose.
