Based on the redness of the comb, I agree that it is likely a cockerel.

I say cockerel. A 3 month old would not have such a red face. Also, if his mother and father were both barred, the lighter color in him due to 2 copies of the barring gene indicates that he is a male. (Someone please correct me if I am wrong on the latter.)

Yellow legs don't determine gender. Comb size is not relevant at this age. What does "four feather prink" mean?
