I started to switch my Red Sex-links over to layers pellets at sixteen weeks by mixing 50/50 layers pellets and Start & Grow crumbles for 2 weeks. I also tossed pellets on dry ground to encourage transition.
If you have a purebred chicken other than a White Leghorn. I would start the switch at at eighteen weeks this time of year, spring/summer. Autumn/winter season wait till the first egg.
My five girls started to lay between 17 1/2 to 19 weeks.
First two eggs, 42 and 43 grams.

If they are White Leghorns, usually they are early layers, like Red-Sex-links. This time of year I would start the switch at sixteen weeks. Other colors of Leghorns usually lay later, from what I've read and would start at eighteen weeks. GC
 
Raptor makes a good point referencing time of year.
Productive breeds reaching point of lay when day length is increasing can reasonably be gradually switched over between 16 and 20 weeks. If it were after the summer solstice, I wouldn't switch till I got the first egg because it's possible they may not start laying for several more months.
