Quail House Maybe?

I was browsing online and I came across This:

I just wanted to know if it would make an Ok Japanese Quail house?
would the be ok with the floors?
I'd change the wire so they couldn't escape x)

It would work, but that is a ton of money when you can just build a little wire cage. Since it sets on the ground you will have to raise it or worm them regularly.
