what type of quail?
Use a heat source, if using a heat lamp red is preferred (lowers aggression). Don't feed them mealworms they'll mistake them for toes, and eat each others toes after. Keep em around 40 C. Feed them 28% protein. Using some non-slip lining so they don't get straddled legs.
