Red Anconas slow to feather up? Roo or pullet

Hi I have a Red Ancona she is about 5 weeks old and about the size of my 2 week old chicks. Yet she is yet to get any feathers? Does this breed feather up slower than the rest?
I swear it's a pullet also could be wrong?

Looks like a pullet to me, but I think it would be best to wait a little longer before deciding.
