red, dry, raised, featherless skin???

i have a 3 week old chick that is missing her back feathers. the skin is red and looks a little dry and raised. there are small blood spots were the feathers were. i havent seen anyone pecking on her and i don think she pulled them out. and there is another chick that seems to have broken feahers on her back. but the fluff is still there and the skin is looks fine. should i put something on this chicks back?

i forgot to get a pic but i found out what was going on. one of my chicks has started picking on those two and plucking the back feathers out.
