regulating the flow of the nipples and bucket watering system

My chickens can't get more than a drop out of the nipples and go without even when there is no other water ever. Does anyone know how to get them to flow faster?

I have them to but I think that is the idea with nipples, mine just work them a little more to get more water as they need it, have been using them for a few months now and they are getting all the water they need.
