Serama rooster has raspy breathing. He has bubbly spit earlier but that's gone. His breath dosent stink his nose and eyes are clear. No discharge. He does has this yellow clump at the back of his throat (see pic). Its at the under in between that v they have in the back of theor mouth.Treatment?

I gave him nutrition drench earlier but haven't done anything else for him. 20190311_192216.jpg
 
Can you see a vet? That yellow plaque could be a virus such as ILT, canker, a protozoan disease, or wet fowl pox if you are in a warm environment where mosquitoes are out now. Antibiotics do not work on viruses (ILT or Pox,) but Fish Zole (metronidazole) will treat canker. Here is a link to read about canker:

I've tried looking for vets that see chickens....none. I'll read up on the articles. What other things should I do as of now? Any antibiotics i can put him on.

He also dosent have much energy
 
You could try to get the metronidazole and treat for canker, but it has to be shipped. Petco and Petsmart sell a product that contains metronidazole called API General Cure. Dosage would be small on a serama. Dosage for a regular 5 pound chicken is 250 mg daily by mouth. Do you have a regular dog/cat vet who could do you a favor and treat him or sell you metronidazole? It is also called Flagyl.

Have you had any other diseases or respiratory infections in your flock which he might have gotten?
 
You could start treatment for canker if you wish. Viruses such as ILT will not respond to antibiotics. Other than that I would try to get my regular vet or farm vet to prescribe or take a look at the birs.
